Windows Phone Update error:We are currently unable to check for updates.(80072f78)

I am half way through my Windows Phone 8.1 updates. I first downloaded the 8.0 update. I could install it without any issues.  After phone restart , I went the phone Updates , then it shows the following error
"We are currently unable to check for updates.(80072f78)"

Started checking again for the solution. Its primarily due to internet connectivity failures. Check your wifi settings . In my case I had to re authenticate to proxy for connectivity.

I was updating my Visual Studio 2013 to Update 2 RC. After successful installation I opened Visual Studio  to create a new Windows Phone 8.1 project. In Update 2 , the windows phone solution templates are moved to Store Apps menu. Under that I started with a new blank windows phone application. Now when I debug the project in the device  I am getting the following error.

Error : DEP6100 : The following unexpected error occurred during boostrapping stage 'Downloading package 'FF63DEA8-0A0C-4E52-B20F-84F390C30F32'':  SmartDeviceException - Referenced package not found

This is  because your project is targeted for Windows 8.1 phone OS, but your device is currently in an older phone OS.  So now how do I get the new OS update.
Since I had signed for Phone Developer Preview account  at http://appstudio.windowsphone.com/ , I could install the  "Preview For Developers" app from Windows Phone Store.

Once you install this, launch the app , selection "Enable Preview for Developers" checkbox , then it will enable windows phone updates for your device.
